Google, this is immoral. Don’t lie to people. A different web browser doesn’t affect ping, download or upload speed. “Too Slow” is clearly trying to intimate that, if you switch to Chrome, one of those statistics will improve — a patently false assertion.
The AdWords terms includes a policy to “protect users from ads, websites, and businesses that appear to be generally deceptive or misleading”. Hypocrites.
